A British diplomat, who studied at George Watson College, Edinburgh. She studied at the Bologna Center of Johns Hopkins University, graduating with a diploma, and at Carleton University, Ottawa, graduating with a postgraduate Master of Arts degree in international relations. She worked in many embassies of Arab countries such as Khartoum. She was ambassador to Yemen between 2001-2004 and ambassador to Lebanon from 2006-2011. Frances participated in the documentary Enough! Lebanon's Darkest Hour (2021).
