On New Year's Eve 1980, a ship crosses the sea between Belgium and England. Customs officers in London stop two young men who are not connected because of a problem with their papers, for no reason except that one of the two young men is an Arab and the other is from an eastern European country. The two bond together while the authorities insist on them being suspects.
