A town, where all government employees take bribes and exploit their jobs, learns that the Inspector General will arrive in disguise. A penniless fraudster arrives, and one of the corrupt farmers mistakes him for the Inspector General, so he tells the officials, who host and honor him. When the fraudster discovers their doings, he blackmails them, then the actual Inspector General arrives.
