After Amr ibn al-As completed the conquest of Egypt, he sent a message to Caliph Umar ibn al-Khattab, asking for permission to conquer the Maghreb. After the arrival of Abd Allah ibn Sa'd ibn Abi al-Sarh, he sought permission from Caliph Uthman ibn Affan to conquer the Maghreb. He mobilized a large army and met Uqba ibn Nafi in Barqa, beginning the first expedition to conquer the Maghreb.
