Abu Al Yusr, the Mayor, works with the Esteemed, the Chief of Police, to implement order and justice. Abu Al Yusr’s daughter, Yusra, works in the municipality and is waiting for her fiancé, Ghawar, who works abroad.
Ghawar sends letters and gifts to Yusra and his sister Kawkab. The people of the valley are surprised by letters to all of them from Ghawar informing them of his return to the valley after a week. Ghawar returns from his travels.
The people of the valley welcome Ghawar with celebrations, but he shows strange behavior as he does not recognize the gifts he sent to Kawkab and Yusra.
The Esteemed arranges a tour for Ghawar in the valley, so he deceives the people and robs all the shops he visits, and he also steals the money of Kawkab and the Esteemed.
Ghawar returns the money he stole from Kawkab. Yusra feels that Ghawar's behavior towards her has changed. A stranger arrives in the valley and begins to threaten Ghawar, who intercedes for Abu Antar, the criminal, with the Esteemed, who gets Abu Antar out of prison.
It turns out that the one threatening Ghawar is Al Sator Al Ahmar, who was with him in prison. He demands his share of the money they had stolen together and threatens him with a photo of him with the prisoners. Al Sator Al Ahmar kidnaps Ghawar and demands 30 thousand as a ransom from the Esteemed.
Ghawar defeats Al Sator Al Ahmar, and the people of the valley gather 30 thousand and get Ghawar back.
The Esteemed and the Mayor begin to question Ghawar, but he misleads them and does not give them information, so the incident is filed against an unknown person. Ghawar shares the 30 thousand with Al Sator Al Ahmar. Ghawar opens in his father’s store as a public relations office.
Ghawar begins evading Yusra, convincing everyone that he has amnesia as a result of an accident. He steals papers from the municipal office and begins forging the signature of the Esteemed and obtaining illegal licenses.
The Esteemed takes Ghawar to a psychiatrist, who informs them of his mental illness. Ghawar continues to forge official papers and convinces Abu Al Yusr that the Esteemed is giving illegal licenses. The relationship between the Esteemed and Abu Al Yusr worsens.
Abu Al Yusr resigns as mayor, and Ghawar convinces Abu Al Yusr to continue with his resignation to prove his objection to corruption. Ghawar rigs the elections and Yassin assumes the position of mayor.
As Yassin assumes his new position, Ghawar prepares a party for him. Marwan submits his resignation and travels. Yassin begins to approve any projects presented by Ghawar, but when the council rejects them, Ghawar forges an invitation to the Esteemed to attend the international security conference.
Ghawar convinces the council members Abu Kassim and Abu Rasmi that the Esteemed has rigged the elections in favor of Yassin. The council approves a deal for frozen meat, which poisons the people of the valley, so Ghawar imports the medicine and sells it to the people. Abu Antar assaults the guard Saree.
Ghawar bribes Abu Kassim and Abu Rasmi and they renovate their shops. Yassin also opens a clothing store. The Esteemed returns to find the valley full of corruption and fraud, so he reconciles with Abu Al Yusr to confront Ghawar.
The Esteemed discovers that Ghawar has forged his signature, so he confronts him about it. The Esteemed is surprised when Ghawar returns and tells him that his doppelgänger is a fraud and is being pursued by Interpol and that he met him during his travels and helped him work with him.
Ghawar tells the Esteemed that his doppelgänger stole his papers and that Interpol arrested him instead. Ghawar was then acquitted and Interpol let him go. Ghawar gives gifts to the people of the valley and sets the date for his and Yusra’s wedding.
Order and security return to the valley people, and the doppelgänger is arrested, then he and Ghawar are brought to trial. The council rules that the doppelgänger is the real Ghawar and asks for Ghawar to be handed over to Interpol, but the Esteemed and the people confront them all and return Ghawar.
