Ghawar, the general manager of a poultry farm, calculates his employees' working hours and deducts their salaries when they are late for work, which bothers them, until he is redeployed and replaced by Shehab El Deen, only for the employees to discover that he is more difficult than Ghawar.
As the traffic cops, Ghawar and Abu Antar, issue a traffic ticket to those who do not pay them money, their boss advises them to enforce the law to anyone, but when they arrest his brother, he tells them that they should know whether the person is a figure of authority before they issue him.
After Ghawar and Abu Antar appoint someone who manages to find them a government job, they leave their homes and move to El Akaber neighborhood. On Yassin's visit to them, he discovers that they sleep in barrels, because the job is not enough for their financial requirements and has no bribes.
As Ghawar takes bets with all the employees and neighbors, he defrauds them to win the bet. When his boss wants to stop him from betting, Ghawar bets him 100 pounds that he takes off his pants, then the boss discovers that Ghawar has bet all the employees on the same thing.
Ghawar and Abu Antar steal and give the money to the poor to buy Eid supplies. When Ghawar is arrested and Abu Antar is imprisoned on charges of fighting with a man selling old clothes, Ghawar jailbreaks with the help of Abu Antar and buys a suit for the man's son, who thanks them thereafter.
As the officer investigates Ghawar, who is caught with his wife and children sleeping on the sidewalk, he learns from him that he can't find a room to reside in due to a housing crisis, after which the officer releases them to find a place where they can sleep.
After the neighborhood's men complain to the chief of police about the duo (Ghawar and Abu Antar), he discovers that his pen is missing. As the duo tell him that the men stole it, he asks them to search for it, so they torture them to admit to stealing the pen, which the chief later finds in his home.
The cheese merchant, Abu El Ezz, admires the dancer, Fifi, who asks him to produce a film for her. After he turns to the director Abu Antar, they reach out to Ghawar to write the script. As Abu El Ezz begins to control them with his money, his wives come and beat him and Fifi before the filming ends.
When he learns that Yassin wants to buy a new donkey, Ghawar asks Abu Antar to tell him that he has a farm of donkeys, at which Yassin sells his old donkey and pays money to buy a new one, but the duo paint it so that Yassin does not realize it is his donkey until the paint fades with rainfall.
When Ghawar and Abu Antar learn that Yassin has won money from the lottery, Abu Antar convinces Yassin to buy the bus that Ghawar has bought, only for Yassin to discover that they have defrauded him.
After they fail to find jobs, Ghawar and Abu Antar are forced to sell goods on the black market to earn money, as a result of which they get imprisoned on charges of swindling people.
Impersonating university students, the duo rent a room from Umm Yassin then rent it to other students and for concerts. When Umm Yassin discovers that they don't help her son with his assignments, the policeman comes after the neighbors complain about the noise that comes from her house.
After Ghawar and Abu Antar rent a room from Umm Yassin, she expels them out of fear from their problems, especially that she is a widow living with her son. Consequently, Ghawar fakes illness and is hospitalized, and so the duo find a room to sleep in for the night.
As Ghawar and Abu Antar hear a story about Tariq Bin Ziyad, who burned his ships to make his soldiers fight the enemy in Andalusia, they imagine themselves capturing Tariq and sentencing him to death for not returning the ships to the homeland.
After they realize that robbing people does not bring them much money, Ghawar and Abu Antar decide on robbing a bank by impersonating the identity of nurses and drugging the employees; However, a thief threatens them with a weapon and steals the money after they're done with the robbery.
