On the night of his retirement as Nevada's mayor, Jerry Black pledges to the mother of a murdered girl to find the murderer. He discovers that it is the third crime occurring in the same area for girls of the same specifications, all blondes and beautiful. So he buys an old gas station in the mountains near the crime scene, so he can search for a tall man who calls himself the magician.
