A case of mistaken identity, leads the cosmetologist Joy Miller to tutor the children of an Eastern European dictator, as she goes to his country and tries to Westernize it.
Set in a comic template. Joey Miller teaches some hairdressing classes at a local college in Brooklyn. Grashinsky is visiting the United States as an envoy of dictator Boris Buchenko, president of one of the smaller Eastern European countries. The visit aims to look for a teacher to teach the leader's three children. Grasinski is already offering the job to Joey after he thinks she suits the job. Joey accepts the seemingly impossible task and, over time, begins to change the dictator, his children, and the entire people.
