As the KGB looks for one of its men who fled the country with something important, later in the U.S., some people receive mysterious calls, following which they attack important American military targets. The Soviets decided to send a KGB agent to America in order to halt the TELEFON program before things became worse, as they feared that these attacks may start a disastrous war with the U.S.
