Judith Wilkes leaves her husband and two boys in Sydney to report on the Vietnamese boat people in Malaysia. She falls for Kanan and befriends Lady Minou Hobday, who keeps a night watch at "Turtle Beach," where immigrants try to land secretly in hopes that one day her own children will arrive. Judith sees a Malaysian slaughter with Minou one night, which inspires her to expose the Bidong detention camps.
