As Francis Underwood, a Democratic congressman, learns that Garrett Walker, the newly elected president, will not appoint him as Secretary of State as promised, he sets out to devise an elaborate plan to exact vengeance.

While Francis and Doug Stamper are plotting to set up the Secretary of State candidate, journalist Zoe Barnes becomes increasingly popular at the Washington Herald.

After learning of a problem in his hometown, Francis is forced to leave in the middle of union negotiations and head there, while Claire attempts to recruit Gillian Cole, and Zoe deals with the outcome of being an up-and-coming journalist.

As Francis makes Majority Leader David Rasmussen a tempting offer, Peter Russo's life is upended. Meanwhile, Zoe is hesitant whether or not to accept a job offer to become a White House correspondent.

As a major clash occurs between Francis and the head lobbyist for the teacher's union Marty Spinella, Russo is troubled by a guilty conscience over the shipyard closure.

Francis tries to end the teachers' strike without having the education bill modified. With Russo on the wagon, he agrees to run for Governor of Pennsylvania.

While Frank is helping Russo in his campaign, the latter starts having doubts about it, and Doug tries to cover up a secret regarding Russo.

As Francis goes back to his alma mater to be honored, Russo goes back to Philadelphia, where he tries to win back the support of the people.

Accompanied by Vice President Matthews, Russo embarks on a bus campaign around Pennsylvania. As Francis tries to rally support for the environmental bill in Congress, Claire has to think of what's best for her.

Hitting a rough patch in his relationships with both Claire and Zoe, Francis tries to deal with an angry Russo after the environment bill's failure.

Francis talks Matthews into replacing Russo in the governor's race and tells Linda of his true ambition, asking for her support, after which he sets out to deal with the Russo situation once and for all.

As President Walker tasks Francis with going to St. Louis to meet a potential replacement for Matthews as VP, Janine asks for Zoe's help in her investigation into the shipyard closure and Russo's alleged suicide.

After she was fired, Gillian brings a lawsuit against Claire, while Francis struggles to have things go as planned. Elsewhere, Zoe, Janine, and Lucas find out about Rachel and her involvement with Russo.
