When he comes under suspicion of selling weapons to the enemy, Howard Stark turns to Peggy Carter to prove that he is being framed.

With Peggy and Jarvis going undercover, they discover more about Leviathan's associates. The SRR agents find clues that could expose Peggy and Jarvis's operation.

Peggy intervenes to get Jarvis out after the SSR threatens him. The search for Howard's stolen tech pays fruition, even as one of the captured criminals threatens to reveal Peggy's involvement in the investigation.

As Leviathan prepares for their final move, Howard reveals the truth about the gas they stole from him and the reason behind Ivchenko's grudge. Peggy makes a decision to move on from Steve Rogers.
