Mr. Joe is a diamond smuggler who the police are chasing through various villages. He runs into Julie Anderson, a missionary's daughter in Kenya, who informs him that she knows everything about him and threatens to tell her fiancé, the district commissioner, unless he assists the villagers, who are in danger of having their property flooded by a new dam.
