Aided by U.S. Air Force, Sam Wilson puts an end to an extremist group in Tunisia, who have skyjacked a plane and held many captives. Commissioned by the government, Bucky Barnes attends therapy, where he talks about the steps he took to improve himself as a brainwashed murderer.
The government officially announces John Walker the new Captain America. Barnes and Wilson head to Munich, where the Flag Smashers are plotting to smuggle a drug shipment. Wilson and Barnes are shocked at the terrorists, who are outnumbering and overpowering the pair.
Barnes suggests on Wilson that they seek the help of imprisoned Zemo, who offers to help them with the Flag Smashers issue. After they help Zemo jailbreak, they travel to Madripoor, a city of criminals leaded by the mysterious Power Broker, where the attack begins.
After Barnes and Wilson are given eight hours to ask Morgenthau to end the violence, they fail and Walker is forced to intervene, after which the fight inflames. Walker avenges Hoskins' death.
During the fight, Wilson and Barnes cause Walker's arm to be broken when he refuses to hand them the shield. Walker wrecks Wilson's wingsuit and is deprived of his title as Captain America.
In New York City, Wilson is summoned to do away with the Flag Smashers, shoulder to shoulder with his comrades Barnes, Carter, and Walker. It turns out that Carter is the Power Broker, while Wilson does his best to save Morgenthau before Carter attempts to murder her.
