James Gordon is assigned to investigate the murder of Thomas and Martha Wayne, sending him on a quest to confront the rampant corruption in the criminal underbelly of Gotham.

Oswald Cobblepot comes up with an inventive way to curb crime in the streets of Gotham, but the city soon falls back into chaos as the Riddler, the Mad Hatter, and the Scarecrow terrorize the city, leaving Bruce to embrace his destiny as Gotham's protector.
With Gotham isolated from the rest of the country, the city devolves into anarchy as Bruce, Gordon, and Selina do their best to contain the situation and bring down Scarecrow and Jeremiah Valeska.
