After Ghawar is released from prison, he fails to keep a job because of his honesty. Hosny introduces him to the writer Sabah, with whom he opens an office for society reforming with the help of Abu Antar and Sabah. After they find money on the way, Ghawar decides to return it to its owner.
The police accuse Ghawar of theft and arrest him, but Abu Antar proves his innocence. Ghawar and Sabah begin to solve the problems of the people of the neighborhood. As Ghawar nabs a thief, he gets embroiled with the police instead of him after the thief escapes.
Hosny puts up Ghawar's bail after he is accused of the theft of shoes from the neighborhood. As a resident of the neighborhood files a petition demanding the expulsion of Ghawar, the latter beats him, after which Ghawar is surprised by the theft of his shop.
Ghawar is distressed by bureaucracy and red tape after getting involved in a case with the Tax Authority, and he fails to commit suicide. Sabah gets into a car accident and Ghawar is surprised by the high cost of the hospital bill.
Ghawar leads a demonstration against high prices. He spoils Yassin's wedding, after which he grapples with the real thief who gets arrested by the police.
