When the bodies of a veteran officer and a 15-year-old Libyan refugee are found at a Portland Tower in London, Detectives Sarah Collins and Steve Bradshaw are called to investigate the incident.

Lizzie remains on the run, and Sarah finally convinces her boss, Tim Bailie, to go public with her disappearance, revealing a series of facts about the events leading up to the fall of the Portland Tower, further complicating the case.

Lizzie decides to turn herself in, but first she secretly meets Kieran Shaw, who tries to persuade her not to get involved. When Sarah finally questions her, the shocking truth about what happened on top of the tower is revealed.
