An American actor of Filipino descent, born on February 17, 1962, and lived and raised in Texas, where he studied at one of its high schools and then at one of its universities from which he graduated with a degree in drama. Phillips began his career with small roles in low-budget movies including Trespasses. His first significant role was in 1987 in the film La Bamba. In 1988, Phillips co-starred in Stand and Deliver, for which he received a Golden Globe nomination. Besides cinema, Phillips has participated in many popular series including Miami Vice and 24, in addition to his participation in presenting many plays on the Broadway stage.
