He is a Lebanese entrepreneur and former Director General of the Lebanese Ministry of Finance between 2000 and 2020. He is the Chairman of the Financial Committee of the Social Security Fund and an alternate governor at the International Bank for Reconstruction and Development at the World Bank. He is also the deputy governor for Lebanon at the Arab Fund for Economic and Social Development. He was also a professor at different universities and wrote many articles and studies. The French government awarded him the "National Legion of Honor", and he won the United Nations Public Service Award in the category of "Improving Transparency in the Service of Taxpayers" in 2007. He was awarded the Commandeur de l’Ordre du Cèdre in 2005. He holds a PhD in Economics in 2015 from Sorbonne University, a master's degree in Business Administration, Finance, and Management in 1994 from EDHEC Business School in France, and a bachelor's degree in Optics, Electromagnetism, and Communications in 1992 from the Ecole supérieur d'optique.
