The honest employee Zaki Gumaa is mistakenly appointed minister. He tries to reform corruption, but he collides with a dilapidated government apparatus. As pressure mounts, he finds himself faced with two options: confrontation or surrender. The play mocks bureaucracy and poses a bitter question about the individual's ability to make a change.
