The city of Kormistan is ruled by a tyrannical ruler, who has no heir. As the opposition rises up against him, asking him to appoint a crown prince, he appoints a clueless ruler, so that he rules in the shadows. He agrees with the shepherd Saadoun to hand over power to him for a year, but after Saadoun becomes a king, he is able to manage the affairs of the kingdom in a short time.
