Minister Dhiyab hides the truth from the city's governor and deceives him by ensuring stable security, while he, Zajran, and Natah steal and rob the city. On the other hand, the cobbler Marouf quarrels with his wife, Dalila, because he is poor.
Zajran accuses the seller Jawhar of stealing from citizens in the market. The governor doubts the honesty and loyalty of Dhiyab and Natah and plans with his assistant Badran to reveal their true colors.
Judge Abu Al Maali advises the governor to remarry following the death of his wife. Badran informs the governor of the spread of repression and injustice among his people. Dalila falsely accuses her husband, Marouf, of trying to kill her for not carrying out her requests.
Badran informs the governor that there is a strong similarity between him and Marouf and suggests that he impersonate him and go to the market to discover the truth. Dalila drops the report against Marouf.
Badran asks Marouf to work in the horse stable so that the governor can take his place in the market. The latter discovers Zajran’s injustice to the merchants in the market and the collection of forced levies from the sellers.
Marouf agrees with Badran to assume the role of the governor for a period of time and reside in his palace in his place. Natah arrests the governor, believing that he is the cobbler, Marouf. He interrogates him and asks him to falsely claim before the governor that he treats the people well.
Dalila quarrels with Zajran, and a thief robs Marouf's shop. The latter files a report, but Natah does not believe him and arrests him.
Zajran informs Natah of his suspicion of a strong resemblance between the governor and Marouf, and the governor dismisses Dhiyab from his position and appoints Badran in his place.
Badran appoints Ayoub as muhtasib (inspector) of the markets in Zajran's place and fires the latter.
The thief admits before the judge he stole Marouf’s money at Zajran's behest. Jarnasa tries to woo Ayoub. Dhiyab plans with Zajran and Natah to get rid of the governor and Badran and to get Marouf to be the governor due to the similarity between the two and exploit that to their advantage.
Dhiyab refuses to marry off his daughter Shamos to Badran, but Zajran convinces Dhiyab to agree in the hope of carrying out their plan. Zajran drugs the governor and Badran and gets the bandit Abu Aqiq to put them in a box and get rid of them.
Zajran asks Dhiyab for the hand of his daughter Shamos in marriage after getting rid of Badran and the governor. They force Marouf to wear the governor’s clothes and sit in his chair.
Zajran begins to teach Marouf everything about ruling and the way the governor deals with everyone. Ayoub suspects that Marouf has disappeared from the market. A ship captain rescues the governor and Badran.
The judge refuses to release Natah from prison and grows suspicious of the governor, and Dalila continues to search for Marouf.
The governor and Badran arrive at an unknown island. The judge is removed from his position and Al-Hawi is appointed in his place. Dhiyab asks Marouf to remove Ayoub from his position.
As Marouf claims in front of Ayoub that Badran has traveled on a secret mission, he removes him from his position and appoints Natah in his place, while Zajran issues a new tax system.
The judge and Ayoub are imprisoned, and the people are surprised when Natah returns again as market inspector. On the other hand, Badran and the governor are put in prison after the island guards arrest them.
Ayoub tells the story of Badran's mother and what happened to her while she was working in the governor's palace. Marouf invites his friend, the singer Fanous, to compose a song for him without knowing the truth about him.
Zajran and Dhiyab plan with Dalila to claim the death of her husband Marouf so that she can marry the governor.
Zajran informs Dalila that Marouf's body has been found murdered, and Dhiyab and Natah ask the latter to sign a decision declaring his death.
Zajran frames Ayoub for Marouf's murder to get rid of him. Marouf summons Dalila to the palace, reveals to her the truth about his agreement with Dhiyab, and marries her in front of the people as the governor. Dhiyab informs Shamos of his agreement to her marriage to Zajran.
Zajran hires the date seller as an assistant to collect all the information about the market and the people, and the prisoners succeed in escaping from prison, along with Ayoub.
Dalila warns Marouf of Ayoub's revenge after he escapes from prison. Zajran asks Natah to search for Ayoub, who flees to another state after discovering the great similarity between the governor and Marouf.
The governor's palace announces his marriage to Dalila, the widow of the cobbler Marouf, and the wedding ceremony takes place. Meanwhile, Jawhar reaches the governor and tells him what happened in the town.
Natah vows to take revenge on Zajran after his work in the market was reduced. Dhiyab teams up with Natah against him, and Zajran proposes to Marouf to divide the state’s lands among them.
Ayoub discovers that the governor is Marouf and that he married Dalila, and Dhiyab suggests that Marouf marry his daughter, Shamos.
Marouf appoints Abu Abdul Rahman as the town's chief judge instead of Abu Al Makarem and appoints Dalila as deputy governor, and Zajran objects to his decision.
Dhiyab suggests to Zajran to burn the city hall and get rid of Abu Abu Abdul Rahman by arresting him. Ayoub asks Jarnasa to steal the king’s ring from Dalila.
Zajran imprisons Dalila and Marouf. Badran returns with the governor to the city, and Jarnasa cooperates with them. Badran disguises himself as the governor Shaheen to meet Dhiyab and Zajran.
Dhiyab asks Marouf to meet the governor Shaheen, but Badran reveals the truth about him and confronts everyone with the governor, who pardons Marouf and Dalila, and sends Dhiyab and Zajran to prison.
