In a small town, corrupt officials receive a well-dressed, distinguished man, thinking that he is the inspector general. They try to win him over with bribes and luxurious banquets to turn a blind eye to their corruption, and the stranger takes advantage of the opportunity and drains their resources, while the real inspector general is doing his job undetected.
