Tufan works for Umm Azab (Azab's mother) as a fisherman and suffers from her cruelty and her refusal to let him marry her sister Samha, as well as her refusal to let her son Azab marry Bashayer.
Umm Azab is upset about raising taxes, so Tufan complains to the governor about his men oppressing the poor and raising taxes on them, and suggests that he build a building to help them obtain drinking water.
The governor issues a decision to build a building for drinking water and calls it Sabil (fountain), while Azab becomes in charge of giving water to the fishermen from it. The barber Sorour is forced to return to working as a teacher after failing to collect money from his job.
Samha tries to convince her sister to agree to her marriage to Tufan, while the minister begins to implement the construction of the building and hire workers.
Azab asks Sorour for Bashayer's hand in marriage, but Sorour stipulates that Umm Azab must agree to the marriage. Tufan discovers that the one in charge of the sabil is Ghattas, the market thief.
The police arrest Tufan for quarreling with Ghattas, and Umm Azab asks Sorour to mediate with Askar for his release.
The minister orders that Tufan return to work and Ghattas be transferred to another job away from the sabil. Umm Azab is upset about Tufan getting a job and stopping working with her.
Azab suggests giving his mother a sum of money so that she will agree to his marriage to Bashayer. Tufan proposes the idea of offering some types of water at the sabil.
Azab and Bashayer get married and their wedding ceremony is held. Tufan proposes to the minister to serve water in clay pots of different shapes.
Tufan proposes to the minister to establish a press center for the sabil, and Ghattas asks Tufan to forgive him and work with him.
Tufan informs the minister of the necessity of preventing the people from building any other sabil in the neighborhoods so as not to affect the state’s grand sabil.
Tufan mediates the release of Sorour from prison, and things become more difficult between Tufan and Umm Azab.The the minister asks Tufan to deliver a speech at the sabil conference.
Sorour refuses to sell his sabil, and the minister asks his assistant to hire a market supervisor for them.
Tufan asks the minister to quickly hand him over the sabil building, and a ceremony and conference are held for its opening. Tufan suggests establishing boxes for public complaints.
Bashayer is employed at the fountain bureau newspaper, and Tufan is transferred to his workplace in the bureau building. The fishermen are upset about the relocation of the sabil to the bureau and how its location became far.
Umm Azab quarrels with Tufan for moving the sabil to another place, and the latter proposes to the minister to increase the complaint boxes and place one in every citizen’s home. Azab informs Tufan that he has received a promotion to supervise him and spy on him.
The minister informs Tufan that he has received many complaints disparaging Tufan's work in the sabil. Baroud secretly marries the slave girl Shorouk and asks her not to work in the bureau. Umm Azab leads a demonstration for fishermen to move the sabil.
Azab is upset by Bashayer’s excessive interest in her work at the newspaper and neglecting him. Umm Azab refuses to use the complaints box to file her complaints, and Sorour joins her in this.
A press conference is held to announce Tufan's heading the Complaints and Press Committee, and Tufan asks his wife to appear in the media at events and hire Bashayer as her media advisor.
Debbas gives Baroud a complete report on Tufan's movements and daily dealings, and they issue letters and complaints against him. Umm Azab is shocked to discover that Ghattas is working in the governor's office.
The minister tells Tufan that he has received many complaints against him, and Umm Azab threatens Tufan with launching a coup against him.
Tufan threatens Baroud with exposing his tampering with state funds if he does not refrain from filing complaints against him. Samha informs Tufan of Umm Azab’s desire to nominate herself for the presidency of the Fishermen’s Syndicate.
Baroud refuses that Debbas resign from his job until they implement their plan against Tufan. Samha proposes to her husband, Tufan, to establish an association for motherhood and childhood. Shorouk escapes from Baroud, who decides to get rid of her.
Bashayer insists on requesting a divorce from Azab. Tufan asks the minister to use his veto power in the sabil bureau committee. Imran asks Shorouk to hide from Debbas and Baroud so that they do not arrest her.
Debbas arrests a group of strangers and believes them to be spies in the town. Tufan bargains with Baroud to leave the town in exchange for not arresting him.
Debbas informs Tufan that there is an external spy network outside the sabil bureau. Umm Azab scolds Bashayer for her divorce from her husband and not returning to her father's house.
The minister seeks to marry Bashayer after her divorce from Azab. The judge publishes the sabil bureau slogan and asks Umm Azab to hang up the slogan. The latter goes to the chief informant to file a report about the disappearance of the fishermen.
Umm Azab asks Sorour to attend the fishermen's association elections. Tufan orders Azab to pay a sum of money to each fisherman so that he can vote for his candidate.
Azab runs against his mother in the fishermen's elections, and Tufan helps him win and manage the fishermen's association. Umm Azab is enraged and decides to meet the governor.
Sorour dies, while Azab quits working for Tufan, who proposes to withhold money from the people and monopolize it. Samha leaves Tufan and goes away with her sister, Umm Azab.
