Sarah Linden delays her departure and stays in Seattle, trying to unravel Rosie Larsen's murder; meanwhile, Belko Royce gets apprehended on charges of attempting to murder his mother and Richmond, who suffers from paralysis as a result of the injury.

Gwen provides Sarah with further details about Richmond and the night he was suspected of murdering Rosie, but Sarah is taken aback by what she finds. Richmond awakens to find himself paralyzed below the waist.

When Sarah finds out about Rosie's backpack, she begins to suspect Holder's role in the cover-up and tries to contact him. Richmond mulls over his future with lower-body paralysis.

As Linden and Holder try to find out who is the man with the strange Ogi Jun tattoo, they discover that he is Alexi Giffords, a young guy who spent time in juvenile detention. Stan discovers he is still haunted by his mob history.

When Sarah and Holder summon Alexi Giffords for questioning, they discover that his relationship with Rosie is more convoluted than they expected. The detectives find a voicemail Rosie recorded while she was still alive. Darren discovers who could have been responsible for his prior arrest.

Stan is still tormented by his mob past. As the detectives conduct an investigation with the Larsen family, they come upon a new suspect. Gwen pays an unexpected visit to Richmond. Tina, a young runaway, is taken in by Mitch.

After learning that the background noise from Rosie's last phone call may have come from a construction site, Linden and Holder head to the casino, where Holder inspects the casino's hotel, while Sarah searches the rooms, upon which they both face peril.

Sarah calls the police to summon a search squad after receiving a troubling call from Holder's phone in which she hears him being severely beaten. As Lt. Carlson is upset that Sarah disobeyed his instructions, he turns down her request, whereupon Sarah goes on the mission alone.

After she gains access to the casino's tenth floor, Sarah finds herself in danger as she stumbles upon a shocking discovery. Mitch finds out that Rosie knew Stan isn't her biological father.

As Sarah awakens in a hospital, she learns that she is in a psychiatric ward on a 72-hour suicide watch after Nicole claimed that Sarah tried to commit suicide. Stan tries to make up for his past wrongdoings. Richmond is back with the Seattle All Stars basketball program.

Following Sarah's release from the psychiatric ward, she and Holder realize that obtaining a federal warrant is their only way to re-enter the casino and collect the key card. Stan and Richmond each make life-changing decisions.

Sarah strikes a deal with Mayor Adams after realizing that the City Hall key card belongs to someone from the Richmond campaign; meanwhile, Richmond and his campaign crew await the election results on pins and needles.

Sarah and Holder uncover the identity of the campaign member responsible for Rosie's murder, but as they feel that they are on the verge of bringing him to justice, they are shocked to find out that someone from Rosie's family is also involved in her death.
