After pilot Owen Turner fakes his own death, he winds up working for the arms dealer, Menendez. They try to blackmail the US government, as Turner steals a US stealth fighter, while Menendez seizes control of dangerous military technology, whereupon naval reserve officer Mitchell sets out to stop them.
