After McLaren becomes police chief, he fires Detective Johnny Black. However, Johnny convinces gang leader, Al Kruger, that he is sincere in his efforts to join the gang. Al Kruger's partner, Bugs Fenner, believes Black is a police agent, but Al Kruger trusts Black. After Al Kruger is killed, Fenner is certain that Black is working for the police.
