Three years after her arrest for treason, the former deputy director of the FBI Erica Shepherd is recruited to join a team of FBI agents to catch the terrorist whom she aided and abetted. Over the course of the investigation, new truths come out about her actions.

Unaware that they have a traitor in their midst, Will Keaton's team continues to follow leads to bring down Tal. Their newest lead lies in the murder of a former CIA agent who might have invaluable intel on the dangerous terrorist.

Cruz ingratiates herself to Keaton's team. Keaton and his team investigate the case of an ambassador selling classified information to a drug cartel, but the case ends on a tragic note.

As the team races to locate an international operative with dangerous expertise in bombs and poisons, the father of Keaton's late fiancée confronts him about working with Shepherd. When one of Cruz's stunts casts doubt on Shepherd, the latter forces Keaton to confront the truth about Cruz.

With Keaton convinced of Cruz's guilt, he comes up with a plan to turn her against Tal, but fate has other plans.

The team races to get ahead of a series of bombings orchestrated by Tal, locating a key figure in his organization who wants an unusual price for his cooperation. In the wake of the reveal about Cruz's allegiances, Keaton is informed that his team is on thin ice.

Keaton changes the game plan and takes the initiative by going after Tal using stolen NSA software that is about to be delivered to Tal. Tal is revealed to have a very powerful ally in the government who may just shut down Keaton's task force.

A flashback reveals the events that led to Erica Shepherd's current predicament, how she was forced to betray her agents, and an offer Tal made to her on the heels of her daughter's kidnapping.

When a member of Tal's crime empire defects, the only one he is willing to take to is Shepherd who returns to Langley for the first time since her arrest. Keaton learns vital information about a CIA operation.

While investigating their newest case, Keaton discovers a link between the recent murders and his own fiancée's death. As the team learns more about the Sierra Maestra black site, Shepherd crosses the point of no return in her dealings with Tal.

When plans to intercept and interrogate one of Tal's operatives go awry, things spiral out of control as the team is forced to defuse a hostage situation.

Keaton's team starts looking into Paul Backus. A hit on a congresswoman reveals Tal's past connections to the CIA and the real cause for his vendetta.

Keaton's team races to counter Tal's planned two-fold operations. Shepher embarks on a solo mission to find Tal, who reveals a shocking secret.
